On or after the 14th, the GSTR-2B for the period is blank or not available, and the business owner fears the input tax credit is lost.
GSTR-2B is generated only when conditions are met: the date has passed, the earlier GSTR-3B is filed, the filer is in a month that gets a statement, and suppliers have uploaded invoices.
A six-point checklist run in order: date, earlier GSTR-3B status, QRMP month, IMS compute step, registration date, supplier uploads on the IMS dashboard.
GSTR-2B generated or recomputed, with the available ITC visible before GSTR-3B is filed on the 20th.
A blank or missing GSTR-2B usually means the portal has not generated the statement for your period or filer type yet. It does not mean you have no input tax credit (ITC). Work through the causes below in order, and in most cases the statement appears within minutes of fixing the first one that applies.
On which date is GSTR-2B generated?
GSTR-2B is the monthly statement of ITC available to you, built from what your suppliers report. It is normally generated on the 14th of the month after the tax period. The September statement, for example, arrives on 14 October. If you look on the 10th, it simply will not be there.
Since October 2024, GSTR-2B also depends on the Invoice Management System (IMS). IMS is a dashboard where you accept, reject or keep pending each supplier invoice. Invoices you take no action on are deemed accepted when GSTR-2B is generated.
What are the likely causes?
| Cause | How to spot it | Fix |
|---|---|---|
| Too early in the month | Today is before the 14th | Wait until the 14th |
| Earlier GSTR-3B still unfiled | Filing history shows a pending month | File it, then click Compute GSTR-2B on the IMS dashboard |
| Quarterly (QRMP) filer | You file GSTR-3B every quarter | Statement comes only for the third month of the quarter |
| IMS actions changed after generation | You accepted or rejected invoices after the 14th | Recompute GSTR-2B from IMS |
| New registration | GSTIN is a few weeks old | Confirm suppliers are using your GSTIN |
| No supplier data | IMS dashboard shows no inward invoices | Ask suppliers to file GSTR-1 or IFF |
The rule about the earlier return comes from a GSTN advisory dated 16 November 2024. It gave the example that if September 2024 GSTR-3B was not filed, the October 2024 GSTR-2B would not be generated.
Is a blank GSTR-2B the same as zero ITC?
No. A statement that has not been generated tells you nothing about your ITC. Open the IMS dashboard. If supplier invoices are sitting there, your credit exists and will appear once GSTR-2B is generated.
A GSTR-2B that has been generated but shows nothing is different. That means no supplier has reported an invoice on your GSTIN for that period. Then you need to talk to suppliers, because under Section 16(2)(aa) of the CGST Act, 2017, you can claim ITC only on invoices that appear in GSTR-2B.
Worked example
On 15 October a shop owner opens GSTR-2B for September and finds nothing. Her steps:
- Date check: it is past the 14th, so timing is not the cause.
- Filing history: August GSTR-3B shows as not filed. That is the cause.
- She files August GSTR-3B the same day.
- On the IMS dashboard she clicks Compute GSTR-2B for September.
- GSTR-2B appears with 14 supplier invoices and ITC of ₹1,34,000.
The ₹1,34,000 was never lost. It was waiting for the earlier return. She now has until 20 October, the GSTR-3B due date for monthly filers, to review it. Late filing of August GSTR-3B attracts a late fee and interest at 18 percent under Section 50 on any tax paid late, so the delay had a cost even though the credit was safe.
