A deductor's TDS challan shows as unconsumed on TRACES, and vendors whose TDS it covered are complaining of missing credit.
A challan is consumed only when deductee lines in a return quote its details; an unfiled return, wrong challan details, short reporting or a wrong TAN, section or year leaves the balance unconsumed.
Challan register with challan identification, amount, section, year, amount consumed per return and the unconsumed balance, reviewed after each quarterly return.
Every unconsumed balance is either linked to the right deductee lines through a correction statement or explained, and vendor credits appear after processing.
Short answer: An unconsumed challan is a TDS deposit (or part of one) that the department has received from you, but that no deductee line in any of your quarterly returns has used yet. The money is safe against your TAN. But your vendors will not see the credit in their Form 26AS (Form 168 from tax year 2026-27) until you link the challan to a return or correction statement.
“Consumed” just means “claimed by return lines”. If ₹60,000 is deposited and return lines quote ₹60,000 against it, it is fully consumed.
Why does a challan stay unconsumed?
| Cause | How to check |
|---|---|
| Return for that quarter not filed yet | Look at the statement status for the quarter |
| Challan details typed wrongly in the return (BSR code, date, serial number, amount) | Compare the return’s challan block with the bank counterfoil |
| Return lines add up to less than the challan | Total the deductee lines against that challan |
| Challan paid under the wrong TAN | Check the TAN on the challan counterfoil |
| Challan paid under the wrong section or year | Check the section and assessment year fields on the counterfoil |
Rows 2 to 5 are the ones that hurt vendors. The money is with the government, but no vendor is credited.
Where can I see consumed and unconsumed challans?
On TRACES, the department’s TDS portal, a deductor logged in with its TAN can view challan status, showing for each challan how much has been consumed and the balance left. The justification report for a processed return will also flag lines that could not be matched.
To fix a return, you usually need the consolidated (conso) file for that quarter from TRACES. It holds the latest processed version of your return, including challan details, and is the starting point for a correction statement.
Can I use an unconsumed challan for the next quarter?
Usually only within the same financial year and the same section, and only if it genuinely relates to deductions in the quarter you claim it for. A challan paid for a Section 194C liability cannot simply be used against a Section 194J liability. Using a balance from one year for another year is not a routine step. Ask your CA before treating any unconsumed balance as available.
Remember that each month’s TDS is due by the 7th of the following month (30 April for March). Interest under Section 201(1A) of the 1961 Act runs at 1.5% per month on tax deducted but not deposited in time, so a late challan cannot be fixed by borrowing an old unconsumed balance from another period.
Worked example: ₹60,000 challan, ₹45,000 consumed
On 7 August you paid one challan of ₹60,000 for July’s TDS under Section 194C. It covered four vendors at ₹15,000 each.
When the Q2 return was prepared, two vendor lines were dropped by mistake, and one line was added later from another month. The return lines quoting this challan add up to ₹45,000.
- Challan: ₹60,000
- Consumed: ₹45,000
- Unconsumed: ₹60,000 − ₹45,000 = ₹15,000
The ₹15,000 is still short of the two missing vendors (₹30,000) because the extra line took ₹15,000 that belonged to another month. So two vendors have no credit, and the other month’s challan may now look over-claimed.
Fix: download the conso file, file a correction statement that adds the two missing vendor lines against the July challan and moves the extra line to its own challan. After processing, the challan should show ₹60,000 consumed, ₹0 left.
